Are these Enterprise apples resistant to Cedar Apple Rust?

I wonder if anyone can tell me when is the best time to plant new apple trees? All I seem to be able to find is "fall" which is a pretty big window :/

Serra HQ --- The goal is to wait until the trees are dormant (most or all leaves fallen off) but before the ground gets close to frozen. So, usually late November or early December is a good time of year here.
